How to know who ignores your message: Generally, they get a notification unless you’re not friends with them, if you ARE friends on facebook, they should automatically get your message, therefore, be able to see it, if they are avoiding it, it would be several hours before they actually read your message or even answer you.

If they saw it and they don’t answer they’re definitely ignoring you if they didn’t see it but it took them hours to answer or not answer.

 Even if they are active one or several times after you sent the message they are ignoring you. in case you’re not friends with them on Facebook, and they haven’t replied, I would recommend telling them beforehand or after that, you sent them a message, because it might go to the message request.

 You can’t certainly know, its more of a supposition. You might have to believe your gut in this one. And think about why this person would ignore you.
