The reason is that there are criteria the pages you wish to merge must meet before they can be merged. See: How to report a problem with Facebook | Step by step
1. You’re an admin of both Facebook Pages.
2. Your Pages have similar names and represent the same thing.
3. Your Pages have the same address if they have physical locations.
Another important thing that is worthy of note and which can’t be overlooked is that, if you’re an admin of a page as clearly stated above before you request a Facebook Page to be merged, you’ll need to ensure that any campaigns you’re running aren’t pointing to the Page you wish to be deleted.
How To Merge Two Facebook Pages
To combine two pages by merging them, do the following;
1. Log in to your Facebook account
2. Click on the page you wish to merge in the left column of your Facebook news feed
3. Click Settings at the top right corner of the page
4. Scroll down the page that appears, and then click the Edit button next to merge pages option
5. Next, click merge duplicate pages
6. Enter your password in the pop-up box and click continue
7. Under the “Choose the two Pages you’d like to merge’ you will need to use the options provided to choose the pages you wish to merge
8. Select two Pages you want to merge and click Continue.
9. Click Request Merge.
For Facebook PROs, you can do this;
To merge your Pages:
1. Go to facebook.com/pages/merge.
2. Enter your password in the space provided
3. Click Continue
2. Select 2 Pages you want to merge and click Continue.
3. Click Request Merge
Things to note about merging pages on Facebook
In summary, here’re the few things you’re expected to note about combining two pages on Facebook;
– You can only request a merge if you’re an admin for both Pages.
– The Pages you merge must represent the same thing and have similar names. If you try to merge Pages that aren’t similar, the Pages may be permanently unpublished.
– Merging Pages can’t be undone once you’ve started the process.
– People who like the duplicate Page will be informed of the merge. This may take a few days to complete.
– Content from the merged Page, such as posts, photos, and the username, will be deleted during the merge.
– Likes and check-ins from both Pages will be combined and shown on the remaining Page.
Bear also in mind that peradventure you’re unable to merge your Pages, it means that your Pages aren’t eligible to be merged.
On the other hand, if you see the option to request to merge your Pages, Facebook will review your request.
How to download and save your Page content
Since when you merge two pages, you can’t unmerge them, it’s necessary you download a copy of your page content before you proceed.
Your Facebook page content consists of the following information;
– Posts, photos, and videos shared on the Page by people who work on the Page.
– A list of people who have roles on the Page.
– A description of the Page’s current settings.
– Page info from the About section.

If you’re an admin, you can download a copy of your Page, do the following to download a copy of your page:
1. Go to the page you wish to download a copy
2. Click Settings at the top of your Page.
2. From General, click Download Page.
3. Click Download Page.
4. Click Get Started, then click Start Downloading.
NOTE: When the file is ready, you’ll receive an email or a notification, depending on your privacy settings. From the email or notification, click Download Page and enter your password to continue.

However, bear in mind that the link to your file will expire after 4 days.
