Please note & stay safe
Belmadeng is an independent study platform and is not affiliated with the FRSC or any state agency. This is an informational guide — apply and renew your driver’s licence only on the official portal (nigeriadriverslicence.frsc.gov.ng) and pay through official channels (Remita or participating banks). Beware touts and clone sites, and never try to “buy” a licence without the required driving-school, test and biometric steps.
Step 1: driving school certificate
For a first-time licence you must complete an FRSC-accredited driving school and obtain its certificate number — you can’t start the application without it.
Step 2: apply on the FRSC portal
- Go to nigeriadriverslicence.frsc.gov.ng.
- Click DL Application → New Driver’s Licence Application.
- Enter your driving-school certificate number.
- Fill your details — name, date of birth, address, NIN, phone, blood group and next of kin.
- Choose your capture centre and licence validity (3 or 5 years).
Step 3: pay
Pay the FRSC fee online (Remita) or at a participating bank — ₦15,000 (3-year) or ₦21,000 (5-year). This covers the application, learner’s permit, biometric capture and licence card.
Step 4: learner’s permit & temporary licence
Print your acknowledgement slip, temporary licence and learner’s permit.
Step 5: VIO test
Attend the Vehicle Inspection Office (VIO) driving test (and an eye/medical test), where required.
Step 6: FRSC biometric capture
Visit your chosen FRSC Drivers Licence Centre (DLC) in person for fingerprints, photo and signature capture.
Step 7: collect
After processing, check your status and collect your licence. A first-time licence takes a few weeks.
Tips
- Confirm your NIN details are correct first.
- Use only the official portal and pay official channels — avoid touts.
- Keep your temporary licence until the card is ready.
The full application journey
Getting a Nigerian driver's licence runs across several bodies — the FRSC, the VIO and your state's revenue office — in a set order:
- Driving school: enrol at an FRSC-accredited school, complete training and pass the exit test to get a driving-school certificate number.
- Apply online: on the FRSC NDL portal, choose New Driver's Licence, enter your certificate number and details, and pay.
- Learner's permit & VIO test: get your learner's permit and pass the VIO driving test.
- Biometric capture at an FRSC Driver's Licence Centre (DLC), then collect.
Lagos and the LASDRI step
If you're in Lagos, there's an extra step: you must pass through the Lagos State Drivers' Institute (LASDRI) before your FRSC capture. That means applying on the LASDRI portal, attending LASDRI training, and collecting the LASDRI certificate in addition to the standard FRSC/driving-school/VIO route. Other states may have their own local requirements through their Vehicle Inspection or transport authorities, so check what applies where you're registering — missing a state-specific step is a common cause of a rejected or delayed application.
Temporary then permanent licence
After capture you're typically issued a temporary licence that lets you drive legally while the permanent card is produced — it's usually valid for around 60 days. You then collect the permanent licence from the issuing office (often via the state Board of Internal Revenue/DLC) once it's ready, generally within that window. Track your status on the FRSC portal (pending capture, captured, in production, ready for collection), and keep your application number and receipts. Don't let the temporary licence lapse before collecting the permanent one.
