The basic rules
To register to vote in Nigeria you must be:
- A citizen of Nigeria;
- At least 18 years old; and
- Resident in the country.
The age rule
You qualify once you have turned 18. First-time voters who reached 18 after the last exercise are a key group the CVR is designed for — see first-time voters.
Disability inclusion
Every eligible Nigerian, including people living with any form of disability, is entitled to register and vote. INEC provides for accessibility during registration and on election day.
Register once
You should register only once, at one location. If you’ve moved, you don’t re-register — you transfer your existing registration.
Who should re-check
You should still check the register if you have a PVC but your name isn’t on the current register, or you had an accreditation problem in a past election — use the status check.

The core eligibility rules
To register as a voter in Nigeria you must be a citizen of Nigeria, be 18 years of age or older, be resident in the country, and not be subject to any legal incapacity to vote under any law in force. You'll also need to present yourself to the registration officials and be able to provide proof of identity, age and nationality if requested. These are the constitutional-style basics — meet them and you're entitled to register; the process then simply captures your details and biometrics.
Disability and inclusion
Eligibility is inclusive: every Nigerian citizen who is 18 or older is entitled to register, including people living with any form of disability. INEC's registration framework is meant to accommodate voters with disabilities, and inclusion is an express part of the exercise. If you or someone you're helping has accessibility needs, you're still fully entitled to register — and it's worth checking with your INEC State/LGA office about any assistance available so the registration and later PVC collection go smoothly.
Once, at one centre
A firm rule: you may register only once, and at only one centre. Double registration is an offence — the system uses biometrics precisely to detect and prevent it, and it can invalidate records. So if you're already registered, don't register again: if you've moved, use a transfer; if your details are wrong, use an update; if your card is lost, use a replacement. Fresh registration is only for those not yet registered.
